Explain whether or not the car is accelerating?

yes it will as the car is moving in a circular motion it will accelerate

Any change in the speed OR direction of motion is acceleration.  Driving through the circular roundabout, the direction of the car's motion is constantly changing to stay on the circle. So the car is accelerating, even though its speed is constant.
