The Monarch commands the armed forces and controls the major Government agencies. Although the Prime Minister and Cabinet are appointed by the Monarch, whatever involves the Government must be by a majority vote of the Chamber of Deputies approved after a debate in both parliamentary chambers.

The implementation of public and foreign policy is the business of the Prime Minister and the cabinet.
