7x+1 = (1/3)
2x + 2y = 28

Solve equation with single variable first.
7x+1 = (1/3) , x = (-2/21)

Substitute the value of x in second equation and solve for y.
2(-2/21) + 2y = 28, y = (296/21)

I’m assuming that isn’t the correct answer because you wrote the first equation incorrectly.
