Washington's advice on foreign affairs was followed by Adams and Jefferson. Both, Jefferson and Adams, followed staying neutral in foreign affairs by how they acted with the French and British. They wouldn't allow certain trade to happen because they were having problems. Therefore the foreign trade ports were banned.
