I'm not sure however I would say that it includes the first 10 Amendements in the Constitution and it spells out American's rights in relation to their government. It also guarantees civil rights and liberties to the individual (freedom of speech, religion,etc)
The Bill of rights includes the first 10 amendments and gives us our rights such as freedom of speech, the right to bear arms, the to have a fire arm, etc.
