Answer: No

Is this 3/(2/3)?  I'll assume it is.

Step-by-step explanation:

3/(2/3) can be rewritten as 3*(3/2)

3*(3/2) = 9/2 or 4 1/2

Four groups of 2/3 would make 8/3 or 2 2/3, not 4 and 1/3.
