the equation of a line that passes through the point (x1,y1) and has a slope of m is
y-y1=m(x-x1)

given
(9,-1) and m=4/3

y-(-1)=4/3(x-9)
y+1=4/3(x-9)
solve for y to do point slope
y+1=4/3x-12
minus 1
y=(4/3)x-13
