What created the Congress power in the constitution?

The Great Compromise created the more responsibilty for the congress. This Compromise was the agreement made among the delegates to the Constitutional Convention that the American government would have two houses in Congress. The agreement states the Senate where each state has two Senators and the House of Representatives where each state has a number of Representatives based on population.

In essence, the great compromise played a great role in drafting the new constitution as it entailed some agreement reached during the Constitutional Convention of 1787 that in part defined the legislative structure and representation each state would have under the United States Constitution.
