complementary = angles add up to 90.

two angles are (x+3) and (4x-8)

Therefore:

90 = (x+3) + (4x-8)

Solve for x.

90 = (x+3) + (4x-8)
90 = 5x - 5
95 = 5x
/5     /5
19 = x

Therefore the value of x = 19
