The reason why Lincoln issued his Emancipation Proclamation in 1862 is because although his number one priority had been the preservation of the Union, it was clear this wasn't going to happen as the Civil War became worse. So he issued this proclamation to "force the hand" of the South by taking away their legal right to own slaves.
