You can start with
.. (3/2)(x +1) -2(y -2) = 0 . . . . . the given line translated to the point (-1, 2)
.. 3(x +1) -4(y -2) = 0 . . . . . . . . multiply by 2
.. 3x +3 -4y +8 = 0 . . . . . . . . . eliminate parentheses
.. 3x -4y = -11 . . . . . . . . . . . . . . put in standard form (not necessary, but prettier)
